Reveron argues that the last twenty years illustrate the changed nature of nationalsecurity does not easily divide activities between war and peace. Instead, security issuesencompass defense, development, and diplomacy. A problem such as Somali piracy issimultaneously military, economic, social, and political. Solutions require unity of effortamong the U.S. government, industry, NGOs, and international partners. In recognitionof this, the military has been adapting to the new security landscape. Its size andresources, to include the National Guard and Reserve Component, enable the Departmentof Defense to cut across the civil-military divide through operations that have little to dowith warfighting. For example, through its organic medical, construction, and logisticscapabilities, military personnel perform humanitarian and development missionsalongside NGOs, USAID, and international partners.
This book analyzes how the American military is employing soft power as a means to reinforcing allies and preempting crises. The author identifies schools of thought in military thinking on the proper role of the military, and shows how soft power engagement is an intelligent policy that aims to perceive problems at a great distance and is preventative in nature. The author extensively quotes from official strategy documents as well as prominent generals and policy makers to indicate the changes in thinking in terms of how threats are perceived and how best to craft a defense institution to meet such threats. I highly recommend this book to those interested in defense and foreign policy, and to better understand how the Department of Defense seeks to improve the security environment when the nation isn't explicitly at war. As someone with a serious interest and learning experience in counterinsurgency doctrine, this book does justice to how the American government has internalized important lessons that show the paramount importance of development and rule of law in increasing security.
Whether or not you agree with all of the author's conclusions, the information presented is solidly documented. It's an important analysis for anyone with an interest in the evolving role of the US military on a global stage. An excellent job of reading by Douglas Pratt.
